Veers et al. review the challenges and opportunities for further expanding this technology, with an emphasis on the need for interdisciplinary collaboration. They highlight the need to better understand atmospheric physics in the regions where taller turbines will operate as well as the materials constraints associated with the scale-up. The mutual interaction of turbine sites with one another and with the evolving features of the overall electricity grid will furthermore necessitate a systems approach to future development.

BACKGROUND

A growing global population and an increasing demand for energy services are expected to result in substantially greater deployment of clean energy sources. Wind energy is already playing a role as a mainstream source of electricity, driven by decades of scientific discovery and technology development. Additional research and exploration of design options are needed to drive innovation to meet future demand and functionality. The growing scale and deployment expansion will, however, push the technology into areas of both scientific and engineering uncertainty. This Review explores grand challenges in wind energy research that must be addressed to enable wind energy to supply one-third to one-half, or even more, of the world’s electricity needs.


ADVANCES

Drawing from a recent international workshop, we identify three grand challenges in wind energy research that require further progress from the scientific community: (i) improved understanding of the physics of atmospheric flow in the critical zone of wind power plant operation, (ii) materials and system dynamics of individual wind turbines, and (iii) optimization and control of fleets of wind plants comprising hundreds of individual generators working synergistically within the larger electric grid system. These grand challenges are interrelated, so progress in each domain must build on concurrent advances in the other two. Characterizing the wind power plant operating zone in the atmosphere will be essential to designing the next generation of even-larger wind turbines and achieving dynamic control of the machines. Enhanced forecasting of the nature of the atmospheric inflow will subsequently enable control of the plant in the manner necessary for grid support. These wind energy science challenges bridge previously separable geospatial and temporal scales that extend from the physics of the atmosphere to flexible aeroelastic and mechanical systems more than 200 m in diameter and, ultimately, to the electrical integration with and support for a continent-sized grid system.


OUTLOOK

Meeting the grand research challenges in wind energy science will enable the wind power plant of the future to supply many of the anticipated electricity system needs at a low cost. The interdependence of the grand challenges requires expansion of integrated and cross-disciplinary research efforts. Methods for handling and streamlining exchange of vast quantities of information across many disciplines (both experimental and computational) will also be crucial to enabling successful integrated research. Moreover, research in fields related to computational and data science will support the research community in seeking to further integrate models and data across scales and disciplines.

South Australia's big Tesla battery's output and storage will increase by 50 per cent, with help from the State and Federal Government.

French renewable energy company Neoen said it would take the battery's output from 100 to 150 megawatts, with the South Australian Government committing $15 million and the Australian Renewable Energy Agency contributing $8 million.

The overthrow of Bolivian president Evo Morales shows how the politics of environmentalism and social justice intersect in a silvery-white metal. As Morales flew to exile in Mexico, commentators wondered what will become of Bolivia’s lithium, a strategic resource used in consumer electronics and electric cars. 

Lithium batteries are the most energetic ever created, and have inspired hopes that electric vehicles can help reverse climate change, as well as expectations of a boom in “white petroleum” or “white gold,” as boosters refer to lithium. These are loaded analogies in a country defined by the brutal legacy of the Spanish conquest, and this history has guided how the Morales government approached the question of natural resources. 

Its goal with lithium was to produce raw materials and battery components as part of a plan to foster domestic industrialisation. Depending on your ideological perspective, the fall of Morales either signals a return to the bad old days or heralds an era of rational resource development.

Will Bolivia get its white gold rush under new management? The short answer is probably not, for reasons that have as much to do with the paradoxes of public policy and the global market for electric cars as with persistent north-south inequity. 

Electric cars caused a lithium boom

Essentially, Bolivian lithium gained value thanks to California air quality policy. In 1990, the Golden State basically forced the auto industry to produce battery electric vehicles. Automakers were aghast because batteries have shorter lifespans than electric motors, and this durability dilemma primarily rewards battery-making, not auto-making. In response, they fiercely lobbied to delay their commitments, infamously recalling and “killing” their small fleets of leased electrics around the turn of the millennium. 

In the late 2000s, though, electrics staged a comeback, largely thanks to Tesla Motors, a start-up that benefited from heavy stateand federal subsidies. In turn, Tesla’s survival led some mainstream automakers to grudgingly reconsider electrics.

And that stimulated the global lithium industry, especially in South America, home to the “lithium triangle”, a vast area of lithium-rich salt pans in the Andean high desert that overlaps Argentina, Bolivia and Chile. Over the past decade, Bolivia’s neighbours became important exporters of lithium carbonate, the basic form of refined lithium, and the Morales government wanted in, too.

Bolivia has at least a quarter of the world’s lithium, including the single largest deposit in the Salar de Uyuni, a salt pan so large it can be seen from space. In 2008, the government started work on a pilot plant to refine lithium carbonate and in 2018 struck a deal with a German company called ACI Systems to build an integrated plant producing lithium compounds and battery components.

Isolated, impure and hard to extract

Sceptical observers pointed out that this ambitious scheme faced a host of serious technical, economic and geopolitical obstacles from the outset. Lithium is mined in two ways: from hard rock, as in Australia, one of the world’s largest producers, or by evaporating the thin layer of brine that covers salt pans. This is how it is done in the Chilean and Argentine deposits. 

But the Uyuni is wetter and at a higher altitude (3,656 metres), so evaporation there is less efficient. Moreover, Bolivian lithium contains more impurities, complicating the extraction process. ACI said it could overcome these problems with new technology, but delays and disputes about royalties led the Bolivian government to cancel the deal in early November. Days later, Morales was deposed.

Labor will continue to pursue Angus Taylor over what Tony Burke has labelled his “far-fetched” explanations over how he came to rely on incorrect figures to accuse the Sydney lord mayor and council of spending $15m on domestic travel.

Taylor maintains the erroneous figures came from an annual report document downloaded from the council’s website, despite metadata showing the 2017-18 annual report was loaded in November 2018 and not altered.

After first accusing Clover Moore of peddling a conspiracy theory after Guardian Australia reported the matter, Taylor later apologised “unreservedly” to her for using the incorrect figures.

But he has offered no further explanation over how they came to be included in his letter to her council, first published by the Daily Telegraph earlier this year, pointing to differences in documents’ formats, the result of downloading on different internet browsers, as an illustration more than one document existed.

“Clearly given the document and its various drafts and versions are on the servers of the city of Sydney, only they can prove which documents have existed, and may still currently exist,” Taylor said earlier this month.

He issued the letter to Moore in response to her council calling the federal government to task for its attitude on climate change policy by declaring a climate emergency.

Earlier this month, a Senate estimates spillover hearing heard the department provided information to Taylor’s office about ways to lower carbon emissions in a draft letter to be sent to Moore’s office, but did not include the incorrect figures.

As recently as last week Taylor deflected questioning, telling the ABC he had provided a statement and had nothing further to add.

Emissions reduction minister tells House he has already dealt with questions about origin of doctored City of Sydney document


Angus Taylor has refused to answer questions about whether he misled the House when he told parliament he had sourced incorrect figures about City of Sydney travel directly from the council’s website.

Labor on Monday resumed pursuit of the minister for emissions reduction over the origins of a doctored document Taylor says informed a controversial letter he wrote blasting the City of Sydney over its travel spending. But Taylor continued to stonewall, claiming he had already “dealt” with the matters in question.

With parliament in session for the final sitting fortnight before the summer break, Labor moved early on Monday to suspend the standing orders, declaring Taylor needed to explain himself fully to the House by close of business.

The environment department has blocked access to two emails about Angus Taylor’s use of incorrect figures to attack the City of Sydney’s travel spending, claiming they are exempt from freedom of information because they relate to an unspecified “ongoing process”.

In response to Labor’s FOI request, the department has refused access to two emails sent at 8.52am on 25 October – the day after Guardian Australia revealed the controversy – and a second email chain at 3.23pm on the same day.

Labor’s climate spokesman, Mark Butler, says the public has the right to know “what the process is and what is its purpose”, accusing Taylor of being both “loose with the truth” and avoiding scrutiny.

It is entirely possible the New South Wales police will investigate Angus Taylor and the origins of an altered city council document – and find there is nothing to see here. Taylor is entitled, as everybody is, to a presumption of innocence.

But what should have happened on Tuesday is entirely clear.

Taylor, whether innocent or guilty, should have stepped aside from his portfolio, temporarily, as soon as it was confirmed he was facing a police inquiry.

If Taylor was reluctant to take a restorative spell on the backbench because he feels misunderstood and set upon unfairly by a hostile universe, then Scott Morrison should have asserted some authority and asked him to step back for the good of the government, because lost in the wash of “Angus said” and “Clover said” are the serious questions to answer about this dodgy document, and the fact is none of these questions have been answered satisfactorily to date.

Prime Minister Scott Morrison is facing broad political condemnation for calling the New South Wales Police Commissioner about an ongoing investigation involving one of his ministers.

Mr Morrison's prime ministerial predecessor, Malcolm Turnbull, has also offered a rebuke of the call, saying he would not have done it, while a crossbench senator has warned a friendship between Mr Morrison and Commissioner Fuller raised additional concerns.

Mr Taylor is under pressure to step aside while the investigation is ongoing.

Mr Morrison told Parliament yesterday he had discussed the case with the state's Police Commissioner and deemed it appropriate for Mr Taylor to remain on the frontbench.

Mr Albanese argued the Prime Minister should not be having such conversations, given he has a direct interest in the outcome of the probe.

"I found it pretty unprecedented, frankly, that he would suggest that there had been a discussion about details of an investigation that was only launched hours beforehand," he told the ABC.

Mr Turnbull told Sky News it was important the police investigation was seen to be independent.

"I'm sure the call that the Prime Minister made to the NSW Police Commissioner was innocuous, but it would have been much better had it not been made," he said.

Speaking in Question Time on Wednesday, Mr Morrison said he repeatedly told Parliament on Tuesday that he was going to speak to police about the investigation.

Labor has raised the political stakes in the Angus Taylor imbroglio, denying the besieged minister a pair to attend energy and climate events in Europe next week, while the Greens in New South Wales have referred the police commissioner to the Law Enforcement Conduct Commission (LECC).

The opposition has rebuffed Taylor’s request for pairing to attend the International Energy Agency’s conference in Paris, and then United Nations-led climate talks in Madrid, telling him it is it inappropriate that he leave parliament for the final sitting week of the year when there is a live police investigation into the origins of a doctored document the minister used to attack the lord mayor of Sydney, Clover Moore.

The refusal of parliamentary cover for the minister comes as the document controversy dominated federal politics in the penultimate sitting week of the year, and the Greens in NSW referred Mick Fuller to the LECC after the commissioner’s conversation with Scott Morrison earlier this week about the dodgy document investigation.

 

Greens MP David Shoebridge said he had referred the issue to the LECC “because it is a genuinely independent and non-partisan body” who would investigate “these kinds of matters”. He said there were two concerns with the conversation: Morrison had a “vested political interest in the police investigation failing to find any misconduct by his minister”; and “the personal relationship between commissioner Fuller and prime minister Morrison … having been neighbours”.

Attorney-General Christian Porter has been dragged into the ‘doctored documents’ saga amid revelations he was asked by Prime Minister Scott Morrison to witness his phone call to the NSW police commissioner.

Former prime minister Malcolm Turnbull has described that phone call to Mick Fuller “ill-advised” because it leaves Mr Morrison vulnerable to accusations the government is interfering with a police investigation.

But the new revelations put the nation’s chief legal officer in the frame, with Mr Porter confirming to The New Daily he was present during the entire call.

Mr Porter’s spokesman confirmed “he was there” and that Mr Morrison and the Commissioner had given completely accurate accounts of the call.

Author and columnist Nikki Savva told ABC TV’s Insiders on Sunday Mr Porter had witnessed the conversation.

“Someone should have said to him, ‘Do not make that call’,” Savva said.

“Porter, as the first law officer of the land … should have grabbed the phone out of his hand and said, ‘Don’t do this, it’s not a good idea’.”

Opposition leader Anthony Albanese said on Sunday Mr Morrison’s credibility and integrity had been left in tatters with his antics of the past week.

“When you’re the prime minister of the country and one of your cabinet ministers is under police investigation, you don’t ring mobile to mobile,” Mr Albanese said.

“There were methods in which he could have found out if indeed a police investigation was under way.

“Unlike the Prime Minister, I won’t be interfering in that investigation.

“But this minister [Angus Taylor] has misled the Parliament.
