US House and Senate lawmakers have raised alarm bells about the potential use of artificial intelligence in America’s nuclear arsenal, arguing that the technology must not be put in a position to fire off warheads on its own.

A group of three Democrats and one Republican introduced a bill that calls for banning AI from being used in a way that could lead to it launching nuclear weapons. If enacted, the legislation would codify a current Pentagon policy that requires a human to be “in the loop” on any launch decisions.

“We want to make sure there’s a human in the process of launching a nuclear weapon if, at any point time, we need to launch a nuclear weapon,” US Representative Ken Buck, a Colorado Republican, said on Friday in a Fox News interview. “So you see sci-fi movies, and the world is out of control because AI has taken over – we’re going to have humans in this process.”

Buck alluded to Hollywood’s portrayal of a nightmare scenario in which AI systems gain control of nuclear weapons, as depicted in such films as ‘WarGames’ and ‘Colossus: The Forbidden Project.’ He warned that the use of AI without a human chain of command would be “reckless” and “dangerous.”

Representative Ted Lieu agreed, saying, “AI is amazing. It’s going to help society in many different ways. It can also kill us.” Lieu, a California Democrat, is a lead backer of the AI legislation, along with two other Democrats – Representative Don Beyer of Virginia and Senator Edward Markey of Massachusetts.

Although the idea of an AI-instigated nuclear war might have been dismissed in the past as science fiction, many scientists believe that it’s no longer a far-fetched risk. A poll released earlier this month by the Stanford Institute for Human-Centered Artificial Intelligence found that 36% of AI researchers agreed that the technology could cause a “nuclear-level catastrophe.”

US Central Command (CENTCOM) last week announced the hiring of a former Google executive as its first-ever AI adviser. The Pentagon has asked Congress for $1.8 billion in funding for AI research in its next fiscal year.

A list of “correct” phrases, narratives and names emailed to media outlets in Serbia is genuine and came at the instruction of the foreign ministry in Kiev, Ukraine’s embassy in Belgrade confirmed on Friday.

“It’s a recommendation we sent out to the media so that they would use correct terminology in their reporting regarding the war in Ukraine,” the embassy told the daily Novosti. According to RT Balkans, the email was sent to all print and electronic media in Serbia on Thursday.

According to the instructions, reporters should use “Russia’s war of aggression against Ukraine”instead of calling it a crisis, conflict, war, or even “Russian war in Ukraine.” Another guideline insists that “unprovoked full-scale military invasion” should be used instead of “special military operation.” 

The Pentagon and multiple US and UK outlets already use this terminology, but it is unclear whether they adopted it on “recommendations” from the Ukrainian Foreign Ministry, or if it was the other way around. 

The email comes after the US and the EU demanded Belgrade censor and ban Russian outlets such as RT Balkans and Sputnik, and crack down on ‘Russian narratives’ about Ukraine. While some Western-owned media in Serbia already use Kiev’s preferred phrasing, some outlets were offended by the embassy’s efforts to censor their reporting.

“Who are they to recommend to anyone how to work, or write?” Filip Rodic, the deputy head editor at Pecat magazine, told Novosti. “If they think they can censor the entire world, that’s total insanity.”

There was no explanation why the document sent to Serbian media was entirely in English, either. Some of the politically proscribed phrases in it – “the Ukraine,” for example – are already meaningless in Serbian, whose grammar has no articles. It is also a phonetic language that doesn’t spell, which makes the insistence on using Ukrainian spellings for place names – Horlivka and not Gorlovka, Kharkiv and not Kharkov, Mykolaiv and not Nikolaev, etc. – likewise not applicable.

In places, the document appears to confuse official narratives for recommended phrasing, demanding the use of “Ukraine’s legitimate efforts to de-occupy Crimea, which is a part of Ukraine’s sovereign territory within the internationally recognized borders,” in place of “Ukraine’s attacks on Crimea,” for example.

The government in Kiev has insisted for years on using its preferred phrases and place names, such as imposing “Kyiv” on English speakers. One prominent Ukrainian activist explained last month that language “plays a critical role” in the hybrid war, because it “creates a mental map in our mind which we use to make sense of what’s happening.”

“One of the best ways to support us is using Ukraine-centric terminology,” said Alona Shevchenko of Ukraine DAO.

US attempt to deprive Russia of a retaliatory strike: The “dead hand” system haunts Washington

Curiously, they who are always ahead of a bad move, the United States do not seem in a hurry to enact laws authorizing artificial intelligence in defense systems.

This approach testifies to Washington's consideration of the mechanisms for implementing Russian nuclear retaliatory strikes. This conclusion was drawn by a well-known Russian military expert, columnist TASS, Reserve Colonel Viktor Litovkin. In an interview with the news publication Arguments and Facts, he spoke in detail about the new initiative of the Americans aimed at paralyzing the launching of such strikes, following, for example, an American decapitation strike on Russia.

Viktor Litovkin drew attention to the fact that the American authorities have begun to work on international legislation relating to nuclear weapons. The fact is that Washington is haunted by the Russian automatic control system of a massive retaliatory nuclear strike “Perimeter”, also known as “Dead Hand”.

The legislation that the Americans plan to develop would prohibit the use of nuclear weapons by artificial intelligence, Washington declaring that it is convinced that these weapons should be exclusively under human control to avoid an untimely outbreak of nuclear fire.

But according to the military expert, this project, developed by Washington, is an attempt to deprive Russia of the possibility of retaliating. The Americans, by adopting this document, want to neutralize the automated system of the "Dead Hand" in force within the strategic nuclear deterrent forces of Russia.

« The Americans want to deprive us of the Perimeter system, our last resort in case of first strikes from the Americans. This system is specifically designed to guarantee the transmission of combat orders to command posts and surviving launchers of strategic nuclear forces based on land, air and sea. » explained the specialist.

Clearly, there would be no point in liquidating Putin and his entourage, the retaliatory strike will go off anyway. Litovkin said he is confident that the Russian Federation will be able to thwart the maneuver, the fact is that the automated system "Perimeter" has nothing to do with so-called AI, because it makes decisions based on a human team… or lack thereof.

The name of the procedure is quite evocative, but in reality the hand is still moving, in a last reflex, as the country is decapitated, it strikes its opponent. The story does not say what happens if it is a third country that hits Russia, for example China, assured that it would be that the Dead Hand is rigged on the USA, the art of getting rid of everything the world at once.

How does Joe Biden stay ‘healthy’ and ‘vigorous’ at 80?

At 80, Joe Biden is already the oldest US president ever elected. Last week, he formally announced his bid for re-election in 2024, at which point he will be nearing 82 and attempting to break his own record.

With a marathon campaign ahead of him, and a job that would exhaust people half his age, how does he do it? And how can we all have the energy to be able to hit the ground running when we’re 80?

‘‘Ageism will be obvious with the responses of some of the population towards Joe Biden running again,’’ says Professor Anne Tiedemann, who leads the healthy ageing research at the University of Sydney’s Institute for Musculoskeletal Health. ‘‘It’s really important to realise that as people age they become more diverse in their abilities and characteristics, probably more so than at younger ages.’’

The White House doctor’s report, released in February, provides some insight to Biden’s health and how he maintains it.

Although he is being treated for atrial fibrillation (an irregular heartbeat), high cholesterol, occasional acid reflux, seasonal allergies, spinal arthritis and mild nerve damage in his feet, the doctor said he was a ‘‘healthy, vigorous 80-year-old’’ who was ‘‘fit’’ to execute the duties of his job. The assessment did not include a cognitive test, despite calls for one from some opponents.

Along with genetics, healthy active ageing, Tiedemann explains, comes down to several key lifestyle factors including physical activity levels, diet, not smoking, looking after mental health and connecting socially, as well as getting enough sleep (for older adults seven to nine hours is recommended).

 

LET’S GET PHYSICAL

The report revealed Biden, a father of four (two of whom have died) and grandfather of seven, doesn’t drink alcohol or smoke, and he exercises at least five days a week.

A 2021 article in the Washington Post said he typically starts his day lifting weights, works out with a personal trainer and uses a Peloton.

As well as helping to maintain a healthy body weight (Biden is six feet tall and weighs 80 kilograms), improve physical function and control blood pressure, regular physical activity has other benefits.

The muscular system and the neurological share the vascular system, explains Dr Marc Sim, a researcher at Edith Cowan University. So by keeping our cardiovascular system fit through physical activity, we help to keep our cognitive function healthy, too.

In fact, a new study led by Sim found participants aged in their 70s had double the risk of developing dementia if they exhibited poor grip strength and were slow to rise from a chair, walk three metres, turn around and sit back down – known as a timed-up-and-go (TUG) test.

 

FOOD FOR THOUGHT

Biden’s wife, Jill, has described him as a ‘‘basic eater’’. In 2016, while visiting the headquarters of an ice-cream company, Biden said: ‘‘My name is Joe Biden and I love ice cream. You all think I’m kidding – I’m not. I eat more icecream than three other people you’d like to be with, all at once.’’

Biden’s preferred lunch is soup and a salad with grilled chicken; and pasta with red sauce for dinner.

Lots of leafy greens, oily fish and minimal processed meats and foods are important for physical and cognitive health as we age, says Dr Ashleigh Smith, from the University of South Australia’s department for Allied Health and Human Performance. But, that doesn’t mean there isn’t room for a bickie or bowl of ice cream.

 

KEEP IT IN MIND

Looking after mental well-being through managing stress, connecting socially with others and challenging our brain to learn new skills is another vital piece of the puzzle, says Tiedemann.

Biden undoubtedly stays mentally stimulated each day, and has strict boundaries around his time, scheduling dinner with his wife each night and never missing a call from his grandchildren.

Smith says: ‘‘The way we use our time has a powerful influence over many different aspects of our life from performance (cognitively and academically), energy and even happiness. Everyone, whether you are the President of the United States of America or a general person in the community, only have 24 hours in each day.’’
