NSW Labor will put the cost of living at the heart of its re-election campaign, promising to ease the impact of surging electricity prices with a $250 rebate on power bills and restrict increases in public transport fares and government charges.

The Premier, Kristina Keneally, has also promised to legislate to keep Sydney Water, Hunter Water and the desalination plant at Kurnell in public hands, prompting the Coalition to rule out privatising Sydney Water and Hunter Water if it wins on March 26.

To emphasise the latter, Keneally went so far as to admit it had strayed from its traditional constituency and committed it to ''getting Labor back to what it really means''.

She then took a shot at the big end of town by declaring she would not see the proceeds of economic good times ''confined solely to the boardrooms of Martin Place''.

The statement conveniently ignores just how close this government got to those very boardrooms with its privatisation of state assets and enthusiasm for public-private partnerships.

But it signals that Labor has learnt a lesson about the perils of not looking after its base and that, if given the opportunity, it is willing to make amends.

A rude shock when contract counts for nothing

Since when did the sanctity of commercial law go from being a priceless bedrock of modern civilisation to being an utterly worthless concept, that Barry O'Farrell can just tear up without blinking an eye (''Solar industry hits roof over plans to slash power rebate'', May 14-15)?

Across NSW there are households, farmers and the like who have invested a lot of money in solar and wind systems under a gross feed-in tariff regime that was supported 100 per cent by the Liberal and National parties in 2009. But now we discover that the Premier has not the slightest regard for commercial contract law and is prepared to legislate retrospectively to trash a basic pillar of our society.

Can the electors of NSW demand the government cuts all of its own salaries by 30 per cent?

That is what you have done to all the people, many who voted for you, by reneging on a what they thought was a binding contract and income when you cut the solar feed-in tariff by 30 per cent. Will you allow a petition of 10,000 electors to enable a parliamentary debate? Excuse my cynicism, but it's time all state governments were abolished.

In the words of one senior Labor figure, it is an occurrence so regular "you can almost set your calendar for it".He is talking about the latest public comments from the former NSW Premier, now Labor backbencher, Kristina Keneally, who this morning is making news - and trouble - by suggesting the Prime Minister, Julia Gillard, needs to either wind back or scrap the carbon tax.The advice, given during her appearance on television last night, has been quickly dismissed by members of the federal government.
But it has reignited "seething anger" against the former premier over what is commonly termed her "insatiable need for publicity", according to a senior Labor figure, that is damaging the leadership of the NSW opposition leader, John Robertson."You can almost set your calendar for it. It's every third week or so. It is the dictionary definition of relevance deprivation syndrome," the Labor figure said.
