International tourists want man-made attractions and don't want to spend all their holidays "looking at Ayers Rock", businessman James Packer says.

Packer was talking up the economic and tourism benefits of his $1.5bn Barangaroo casino development in Sydney a day after it got the green light from the NSW government.

Packer said Australian tourism had been underperforming and all the great tourist attractions of the world, like Las Vegas, were man-made.

"We risk in Australia sometimes falling into the trap of not being realistic about what's happening in the world," Packer told Macquarie radio on Tuesday.

"Australian tourism has underperformed dramatically and if we sit here and think everything is going great with Australian tourism we are kidding ourselves...

As Packer's casino is not even built yet, Uluru has nearly 350 million years on the clock, extends three times the size of the CBD of Sydney and towers 50 metres above the tallest building of this blue City... Uluru is a marvel of nature. James is a capitalist.

James will die within 50 years. His casino will be swamped by rising sea levels in 2038 and Uluru will still be there in another 50 million years. I think that's what James means: You have plenty of time to visit the rock... but only a few years to make him rich.

Tens of millions of dollars in compensation could be paid to James Packer by the state government if his Barangaroo casino suffers ''adverse regulatory events'' including a change in tax rates in the first 20 years.
It has also emerged legislation before Parliament strips the NSW gambling regulator of significant powers over Mr Packer's casino, in what critics say is special treatment for the businessman.
Mr Packer's company Crown Resorts received cabinet approval on Monday for a VIP-only casino at Barangaroo to operate for 99 years from November 2019 as part of a planned six-star hotel resort.
