The education minister, Christopher Pyne, has ruled out reviving the Howard-era school funding system, two days after he said it was “a good starting point for a school funding model”.

Pyne dismissed fears of a return to the much-criticised old funding model as he sought to quell an outbreak of criticism from Liberal and Labor premiers over his decision to scrap the Gillard government’s Gonski education reforms after just one year.

The shift came as the opposition leader, Bill Shorten, accused Tony Abbott of lying by claiming before the election that the Coalition would match Labor’s funding pledges for four years.

Labor’s system, based on a review led by the businessman David Gonski, would calculate funding based on a benchmark amount per student, to be topped up by “loadings” targeting categories of disadvantage including disability and school remoteness.

Pyne stunned states and territories this week when he announced he would devise a new funding model to apply from 2015, arguing the Gonski reforms were “unimplementable” beyond the first year.

On the eve of a critical meeting with state and territory education ministers in Sydney on Friday, Pyne scotched expectations he would use the Howard government’s much-criticised socio-economic-status (SES) school funding model as his starting point.

“That will not be the basis of a new funding model because we’ve moved beyond that,” Pyne said in Adelaide on Thursday.

“Since the Gonski report we’ve moved on from that debate and we will develop a new model that is national, that is fair to everyone and that is needs-based.”

Two days earlier, Pyne said: “I believe that the school funding model that was implemented by the Howard government, which was based on the socio-economic status and qualifications of parents and went to the schools that were most in need, is a good starting point for a school funding model.”

That comment sparked a furious response from the NSW Coalition government, with the state education minister, Adrian Piccoli, characterising Pyne as “the only person in Australia” who thought the Howard government model was a good one

Public schools look set to be the big losers under the Government's plans to scrap Labor's Gonski education package.

State and territory ministers have emerged from a "very heated" meeting with Federal Education Minister Christopher Pyne, in Sydney today.

Mr Pyne announced this week the Federal Government would keep Labor's school funding plan in place for 2014 then replace it with a new funding model. 

State and territory ministers say they have not been given any commitment over the level of school funding they will receive after 2014. 

New South Wales Minister Adrian Piccoli says the Commonwealth has plunged education across the country into unnecessary uncertainty. 

"The Commonwealth has implied that if there is a reduction in funding for states that signed up to the Gonski plan the reduction may well only come out of public schools," he said.

"That is of enormous concern to all jurisdictions."

A co-author of the Gonski report has labelled the new Federal Education Minister, Christopher Pyne, "a minister on L-plates" amid confusion over school funding.

Mr Pyne has not yet announced a new funding model for schools after scrapping the Gonski plan that was introduced under the previous Labor government.

On Friday Mr Pyne met with his state and territory counterparts, who described the talks as "very heated" and said they fear public schools will be the big losers under the new model.

Several education ministers have being fighting to maintain the funding agreed to under Gonski, but Mr Pyne insists it is time to go back to the drawing board.

In the meantime, it remains unclear where schools funding will come from after 2014.

Christopher Pyne is as big a joke as Sarah Palin, says Bob Ellis, and should have four fingers held up in front of his face.

There may be no other option henceforth, I suspect, than redefining ‘failure’ as ‘success’.

Pyne succeeded in his reforms to the Gonski reforms; of course he did. Abbott succeeded in getting vital information out of Mrs Yuduyono’s bedroom; of course he did. Scott Morrison succeeded in giving the boat people nowhere to go back to but Christmas Island; what a good thing that was. Julie Bishop has riled East Timor, China, Niugini, the US, the UK, the EU, Russia and sixty-nine participants in the Global Warming conference, and is everywhere admired for this.

In the next week Abbott will prevent or annul ten thousand gay weddings in the ACT  his most famous victory, despite twelve million Australians wanting them to occur.

This is a government that is not only successful, but barking mad.

The sanity of Christopher Pyne must be urgently investigated by a Senate Inquiry. He speaks of ‘envelopes’ and ‘a Shorten shambles’ and how ‘Unity Ticket’ meant disunity everywhere, and how the abhorrent system Gonski’s deliberations were intended to cure was a roaring success that needed no tinkering — none whatsoever. That his own academically challenged sons are doing very well, thank you, and need no additional help.

It is probable psychosis of this order has been around in politics from Year One.

Education Minister Christopher Pyne has defended his handling of the Gonski education reforms, saying he succeeded in creating a national funding model where Labor failed.

The Federal Government has backed down on its decision to axe Labor's Gonski reforms, pledging now to fund the plan for four years.

"I've just spent the last 11 weeks trying to sort through the mess that Bill Shorten left me as the Education Minister," he told the ABC's 7.30 program.

"Three jurisdictions had signed agreements. Two had been claimed to have signed it, but hadn't.

"The Catholics hadn't signed an agreement and ... two states and one territory weren't even in the national model."

BECAUSE THEY "HAD ANOTHER PLAN" (they had no proper plan) THAT THEY WANTED TO IMPLEMENT — A TOTALLY UNFAIR PLAN... based on their failures in the past...

At least the bigger states, Victoria and NSW (conservatives), plus Tasmania and South Australia (Labor) saw that the new deal was a fairer and better way to fund education in this country. Only the RABID RIGHT LOONY governments of QUEENSLAND AND WESTERN AUSTRALIA followed their Canberranean loonies instructions NOT TO SIGN, THOUGH a smart dog would have seen it was a good bone. THE LIBERALS (CONSERVATIVES) IN CANBERRA played a NASTY game of POLITICS rather than have proper considerations of policies... The Libs (CONservatives) in Canberra DID NOT WANT THE GONSKI DEAL. They did not want Labor to succeed and they wanted to return to the failed Howard system that punished Public Education in favour of Christian private education.

The mad loony Pyne now pats himself for doing what Labor would have done better and painlessly — had he and Tony not interfered. The "extra" money that Pyne said "he had to find" was already ear-marked in the Labor budget for the states that had not signed for the deal because of these POLITICAL GAMES... There was no SHAMBLES... The only shambles came from TONY'S MAD CIRKUS...

Christopher Pyne says cuts to research funding as an alternative to the higher education reforms that face being blocked by the Senate could be a “worst-case scenario” and has called on student protesters to “get some perspective” because the government is “not exactly asking for their left kidney”.

On Thursday Pyne will introduce legislation to implement his plan to deregulate university fees, decrease course funding by an average 20% and increase the interest rate charged for student loans.

But Labor, the Greens and the Palmer United party are opposed to the reform package.

Fairfax newspapers reported on Sunday that the government is considering cutting billions of dollars in research funding from universities if the Senate blocks its higher education changes, and Guardian Australia understands Pyne has raised this “worst-case” possibility in private meetings and negotiations.
