The UNO destroyed by US « exceptionalism »

Now weakened in comparison with their Russian and Chinese competitors, the United States have returned to their historical reflexes. In terms of foreign relations, they have abandoned the liberal international order and returned to the doctrine of exceptionalism. By questioning their own engagement with the Security Council, they have opened the way to the deconstruction of international Law and the end of the United Nations. This evolution, which shocked the countries of Western Europe and plunged them into confusion, had been anticipated by Russia and China, who were preparing for it.


John Bolton, the ex-ambassador to the United Nations under President Bush Junior, and the present advisor on national security under President Trump, is opposed to one particular aspect of the United Nations. For him, it is out of the question for anyone to bring influence to bear on his country on any subject whatsoever. Consequently, the five powers which are the permanent members of the Security Council in New York form a world-wide directorate which defines the law of nations… but can not impose anything at all on the United States.


This opinion, « exceptionalism », has always been that of Washington, even if the rest of the world has not yet realised it. [1]. It has now reappeared in a very particular international context, and will shake up the world as we know it.


This US « exceptionalism » refers to the myth of the « Pilgrim Fathers » - a group of Puritans, persecuted in England, where they were seen as dangerous fanatics, and who first of all sought refuge in Holland, then in America, where they arrived on the Mayflower in 1620. They built a new society there, founded on the fear of God. It was « the first democratic nation », a « Light on the Hill », destined to uplift the world. The United States are therefore an « example » for others, and have a « mission » to convert the world to the Will of God.


Of course, the historical reality is very different from this tale, but that’s not what we’re talking about.


For two centuries, every President of the United States without exception has referred to this historical falsification.


Accordingly 

- they negotiate, sign and adopt treaties, always stipulating reservations in order to avoid applying them in internal law; 

- they consider that they follow the « Will of God » while their enemies refuse to do so, and therefore condemn them with greater severity for the same behaviour they allow themselves (the double standard); 

- they refuse any international jurisdiction which may apply to their internal affairs.


This attitude leads to misunderstanding, particularly since the Europeans, despite the fact that they make no effort to understand the characteristics of others, remain convinced that they are open-minded. Thus they believed that the US refusal to adopt the Paris Agreement on climate can be ascribed to the supposed obscurantism of President Trump. In reality, however, this has been Washington’s constant position. The Paris Agreement of 2015 was preceded by the Kyoto Protocol in 1997, which Washington also refused. Although they had a hand in writing it, the United States were determined not to adopt it because it imposed certain behaviour on their citizens. President Clinton attempted to negotiate reservations which the United Nations refused. He therefore signed the Protocol, which he sent to the Senate for ratification. The Senate - Republicans and Democrats - rejected it unanimously, which provided him with an argument for relaunching his negotiations. The refusal of any international legal disposition which applies to internal affairs does not mean that the United States reject the objective of the Kyoto Protocol and the Paris Agreement – reducing atmospheric pollution – nor that they are unwilling to apply dispositions in this sense, but only those which affect internal law.


In any case, exceptionalism implies that the United States are « a Nation like no other ». At home, they believe they are an example of democracy, but refuse to be the equals of anyone else, who, therefore, can under no circumstances consider them democratic. During the Cold War, the Allies chose to ignore this cultural characteristic, while their enemies took no notice. From the disappearance of the Soviet Union to the decline of the West, when the world was unipolar, this particularity was never mentioned. But today it is destroying the system of collective security.


Let’s note that two other states in the world have a doctrine close to that of US exceptionalism - Israël and Saudi Arabia.


Having described the context, we will now examine how the sovereignty of the Golan plateau has stirred up a hornets’ nest.


The United States and the Golan


After the Six-day War (1967) Israël occupied the Syrian Golan Heights. Resolution 242 of the Security Council « emphasising the inadmissibility of the acquisition of territory by war » ordered the « withdrawal of Israëli armed forces from territories occupied in the recent conflict » [2].


In 1981, the Knesset unilaterally decided to violate this resolution and to annex the Golan Heights. The Security Council responded by passing resolution 497, stating that « the Israëli decision to impose its laws, jurisdiction and administration in the occupied Syrian Golan Heights is null and void and without international legal effect » [3].


For 38 years, the United Nations were unable to apply these resolutions, but they remained indisputable and were still supported by the United States.


On 26 March 2019, the United States recognised Israëli sovereignty over occupied Golan, meaning the acquisition of territories by war [4]. By doing so, they recanted their 52-year-old vote in the Security Council concerning the Golan, and also the principles of the United Nations Charter [5] which, for 74 years, have governed the elaboration of international law.


The UNO will continue to exist for several years, but from this moment on, its resolutions will have only a relative value, since they are unable to force the obedience of those who adopted them. The process of deconstruction of international law has begun. We are entering a period governed by the survival of the fittest, as had been the case before the First World War and the creation of the League of Nations.


We already knew that the word of the United States only has relative value, even in the Security Council - since the bare-faced lies of Secretary of State Colin Powell, on 11 February 2003, concerning the alleged responsibility of Iraq in the attacks of 9/11, and the alleged Iraqi weapons of mass destruction which threatened the West. But this is the first time that the United States have recanted their vote in the Security Council.


Washington defended its decision by declaring that it was based on an observance of reality – the Golan has been occupied by Israël since 1967, and since 1981, has been administered by Israël as if it were Israël’s own territory. According to Washington, by virtue of the doctrine of US exceptionalism, this reality imposed by a God-fearing ally must take precedence over international law, as expressed by its dishonest partners.


Then Washington observed that giving back the Golan to Syria would send the wrong message, since in their eyes, Syria is no more than a criminal gang. However, it would be fair to gratify the excellent Israëli ally. Still according to this exceptionalist doctrine, the United States, this « Nation like no other », enjoys this right and assumes this mission.


After having dominated the world, the weakened United States now give up on the United Nations. In order to conserve their dominant position, they are retreating to the one part of the world that they still control. Until now, Russia and China had considered them, according to the image used by Sergueï Lavrov, as a ferocious but dying beast which we must benevolently escort towards its death, making sure that is doesn’t provoke a catastrophe on the way. But the United States ended their decline by electing Donald Trump, who, having lost the majority in the House of Representatives, allied himself with the US deep state (attested to by the nomination of Elliott Abrams [6] and the withdrawal of the accusation of collusion with the enemy brought by prosecutor Robert Mueller [7]) in order to remain in power.


In fact, we are not moving towards the creation of a third international institution, after the League of Nations and the United Nations Organisation, but towards a division of the world into two zones organised by distinct legal models – one under US domination, and the other composed of sovereign states around the « Greater Eurasian Partnership ». Unlike the Cold War, when it was difficult to cross the boundary between East and West in either direction, although the two blocks nevertheless accepted the single legal system of the United Nations, the new system should allow travel and commerce between one region and the other, but will have to be organised around two models of Law.


This was precisely the post-Western world announced by Russian Minister for Foreign Affairs Sergueï Lavrov on 28 September 2018, at the forum of the General Assembly of the United Nations [8].


Let’s note that although Israël saluted the US recognition of its sovereignty over Golan as a victory, Saudi Arabia, after reflection, condemned it. This position does not correspond to the Saudi doctrine, but considering the unanimity of the Arab world opposing this territorial conquest, Riyadh chose to rally with its people. For the same reason, it will also be obliged to refuse the « deal of the century » concerning Palestine.


Have the United States changed?


The Press will not allow itself to anticipate, as we have just done, the end of the UNO and the division of the world into two distinct legal zones. Since it does not understand the events, it clings to its mantra - the populist Donald Trump will have changed the United States and destroyed the liberal international order.


This is to forget History. US President Woodrow Wilson was certainly one of the principal architects of the League of Nations after the First World War. But being founded on the equality of states, in conformity with the ideas of French statesmen Aristide Briand and Leon Bourgeois, it clashed directly with US exceptionalism. This is why the USA never became a member.


On the contrary, the United Nations Organisation, of which President Roosevelt was one of the architects, mixed a democratic assembly of states and a world directorate, the Security Council, inspired by the system of governance of the Congress of Vienna (1815). It therefore became possible for the United States to participate, which they did.


They can no longer exercise authority over either Russia or China, and since they have no further reason to deal with these two powers, the United States of America is withdrawing from the United Nations.


It is grotesque for these Western powers, which have enjoyed the benefits of this system for 74 years, to whine and snivel about their departure. We should rather be asking ourselves how we could have built such a lop-sided edifice – the League of Nations had institutionalised equality between the states, but refused equality between the Peoples, while the United Nations Organisation attempted to impose a universal morality by ignoring the universalism of the human species.

The Russian Federation used electronic warfare equipment almost 10,000 times to create false GPS signals that sent ships off-grid and hid the location of President Vladimir Putin, according to a new report from the Center for Advanced Defense (C4ADS).

The think tank’s study outlined almost 10,000 instances in which Russian GPS-spoofing technology manipulated satellite-based navigation systems on ships, at airports and in other locations outside of the country’s controlled territories.

The C4ADS, a nonprofit organization that analyzes global conflict and security issues, also reported “a close correlation between movements of the Russian head of state and GNSS spoofing event,” suggesting the technology was used to hide Putin’s location.

GNSS — or global navigation satellite systems — is an umbrella term used to describe all satellite-based navigation systems, including GPS, the Russian GLONASS, Europe’s Galileo and China’s Beidou, Wired explained.

Russia’s spoofing technology manipulates GNSS into believing they are located elsewhere by flooding an area with radio signals, drowning out the actual data sent from space, BBC News reported.

The C4ADS conducted an investigation that spanned 12 months, ending in November 2018, using publicly available data and commercial technologies, including information for the International Space Station, to uncover the 9,883 cases of Russian GNSS spoofing.

At least 1,311 commercial ships in and around Russian waters suffered GPS spoofing since February 2016, but, because most ships have alternative methods of tracking location, they were able to correct their courses, the report said.

“C4ADS detected at least 7,910 instances where victim vessels located outside of Russian territorial waters fell victim to GNSS spoofing activity, potentially posing a risk to maritime navigational safety,” the report added.

GPS-spoofing techniques were also deployed in Syria and Crimea, and, in some cases, were used to deflect commercial drones from flying into sensitive airspace, according to the report.

Most notably, the C4ADS revealed Russian GPS spoofing was used to obscure Putin’s location while he visited the Kerch Bridge, also called the Crimean Bridge, on May 15, 2018, and Sept. 15, 2018. NATO highly criticized the construction of this bridge linking Russia with Ukraine. [note that this is bullshit from the NYT, a Murdoch media outlet: the bridge links Russia with Russia — Crimea is RUSSIAN... The Crimeans voted with a massive majority in a LEGAL vote — like that of the Scots leaving or not leaving the UK — to join Russia. Whether we (the US) like it or not is irrelevent].

The Russian Federation is “growing a comparative advantage in the targeted use and development of GNSS spoofing capabilities to achieve tactical and strategic objectives at home and abroad,” the report stated, causing many to question the possible impacts this electronic warfare could have if used on a more widespread basis around the world.

Yes, the latest research confirms that Venezuela is so rich in natural resources, that it could single-handedly satisfy all global demand for oil, for over 30 years. And it has much more than oil to offer, in its Orinoco basin and in other areas of the country.

But it is not all ‘about oil’; actually, far from it.

Those who believe that what propels the spread of Western terror all over the world, are just some ‘business interests’ and legendary Western greed, are, from my point of view, missing the point.

I noticed that such individuals and analysts actually believe that ‘capitalism is responsible for everything’, and that it creates the culture of violence of which, both victims and victimizers, already became hostages to.

After working in all corners of the world, I am now more and more convinced that capitalism is actually the result of Western culture, which is predominantly based on expansionism, exceptionalism and aggression. It is also constructed on a deeply rooted desire to control and to dictate. Financial/monetary greed is just a by-product of this culture which has elevated its superiority to something that could be defined as religious, or even religiously fundamentalist.

Or in other words: belief in its own superiority is actually now the main religion in both Europe and North America.

What makes the Libyan, Syrian and Venezuelan scenarios so similar? Why was the West so eager to viciously attack, and then destroy these three, at the first glance, very different countries?

The answer is simple, although it is not often uttered in the West; at least not publicly:

‘All three countries stood at the vanguard of promoting and fighting with determination for such concepts as “pan-Africanism”, “pan-Arabism” and Patria Grande – essentially Latin American independence and unity.’

Gaddafi, Al-Assad and Chavez have been, regionally and internationally, recognized as anti-imperialist fighters, inspiring and giving hope to hundreds of millions of people.

Gaddafi was murdered, Chavez was most likely killed as well, and Al-Assad and his nation have been, literally and for several long years, fighting for their survival.

The current Venezuelan President Maduro, who is determinedly loyal to the Bolivarian revolutionary ideals, has already survived at least one assassination attempt, and, is now facing direct mafia-style threats from the West. At any moment, his country could get attacked, directly or through the Latin American ‘client’ states of the West.

It is because Africa, the Middle East and Latin America have been considered, and for centuries treated, as colonies. It is because whenever people stood up, they were almost immediately smashed into pieces by the iron fist of Western imperialism. And those who think that they are in control of the world by some divine design, do not want things to change, ever.

Europe and North America are obsessed with controlling others, and in order to control, they feel that they have to make sure to exterminate all opposition in their colonies and neo-colonies.

It is a truly mental state in which the West has found itself; a state which I, in my earlier works, defined as Sadistic Personality Disorder (SPD).

To get the complete picture, one also has to recall Indonesia, which was literally liquidated as an independent and progressive nation, in 1965. Its internationalist president Sukarno (father of the Non-Aligned Movement, and close ally of the Communist Party of Indonesia – PKI) was overthrown by the handpicked (by the West), treasonous, intellectually and morally deranged, General Suharto, opening the door to turbo-capitalism, and to the unbridled plunder of the natural resources of his nation. Once a guiding light for the entire Asian independence struggle, after the US/UK/Australia-orchestrated extreme genocide, Indonesia has been reduced to nothing more than a lobotomized and dirt-poor ‘client’ state of the West.

The West has an incredible capacity to identify true regional independence leaders; to smear them, to make them vulnerable by inventing and then upholding so-called ‘local opposition’, and later, by liquidating them and with them, also their countries and even their entire regions.

Sometimes, the West attacks particular countries, as was the case with Iran (1953), Iraq, or Nicaragua. But more often, it goes directly for the ‘big fish’ – leaders of regional opposition – such as Libya, Indonesia, Syria, and now, Venezuela.

Many defiant individuals have literally been murdered already: Gaddafi, Hussein, Lumumba, and Chavez, to name just a few.

And of course, whatever it does, the West is trying to destroy the greatest leaders of the anti-Western and anti-imperialist coalition: Russia and China.

It is all far from only being about oil, or about profits.

The West needs to rule. It is obsessed with controlling the world, with feeling superior and exceptional. It is a game, a deadly game. For centuries, the West has been behaving like a fundamentalist religious fanatic, and its people have never even noticed that their world views have actually became synonymous with exceptionalism, and with cultural superiority. That is why the West is so successful in creating and injecting extremist religious movements of all denominations, into virtually all parts of the world: from Oceania to Asia, from Africa to Latin America, and of course, to China. Western leaders are ‘at home’ with Christian, Muslim or even Buddhist extremists.

But Syria has managed to survive, and up to today it is standing. The only reason why the government forces are not taking the last terrorist bastion, Idlib, yet, is because the civilian population would suffer tremendous losses during the battle.

Venezuela is also refusing to kneel and to surrender. And it is clear that if the West and its allies dared to attack, the resistance, the millions of people, would fight for the villages and countryside, and if needed, would withdraw to the jungle and wage a guerilla liberation war against the occupiers, and against the treasonous elites.

Washington, London, Paris and Madrid are clearly using an extremely outdated strategy: one that worked against Libya, but which failed squarely in Syria.

Recently, in Syria, near the frontline of Idlib, two top commanders told me that they are fighting “not only for Syria, but for the entire oppressed world, including Venezuela.” They clearly detected that the West is using precisely the same strategy against Caracas, which it tried to use against Damascus.

Now, Venezuela is also suffering and fighting for the entire oppressed world.

It has ‘no right to fail’, as Syria had no right to surrender.

The destruction of Libya had already brought a tremendously negative impact on Africa. And it has opened the doors to the renewed and unbridled French plunder of the continent. France was promptly joined by the U.K. and the U.S.A.

Syria is the last bastion in the Middle East. It is all there is now, resisting the total control of the Middle East by the West. Syria and Iran. But Iran is not yet a ‘front’, although often it appears that soon it might become one.

Venezuela cannot fall, for the same reasons. It is at the northern extreme of South America. Below, there is an entire continent; terrorized by Europe and North America, for decades and centuries: brutalized, plundered, tortured. South America, where tens of millions used to be exterminated like animals, forced to convert to Christianity, robbed of everything and ordered to follow bizarre Western political and economic models.

In Brazil, the progressive socialist government of the PT had been already overthrown.

If Venezuela falls, everything could be lost, for decades, maybe even centuries.

And so, it will fight. Together with those few other countries that are still left standing in this ‘Western Hemisphere’; countries which the dictators in Washington D.C. openly describe as ‘their backyard’.

Caracas stands and fights for the vast slums of Peru, for destitute millions in Paraguay, for Brazilian favelas, for privatized aquifers and the murdered rain forest in Brazil.

As Syria has been fighting for the Palestine, for the destitute minorities in Saudi Arabia and Bahrain, for Yemen, for Iraq and Afghanistan – two countries robbed of almost everything by NATO.

Russia has already showed what it can do for its Arab brothers, and now is demonstrating its willingness to support its another close ally – Venezuela.

China is rapidly joining the coalition of anti-imperialist fighters, and so is South Africa.

No – Venezuela is not only about oil.

It is about the West being able to close access to the Panama Canal, by Chinese ships.

It is about the total control of the world: ideological, political, economic and social. About liquidating all opposition in the Western hemisphere.

If Venezuela falls, the West may dare to attack Nicaragua, and then the bastion of socialism and internationalism – Cuba.

That is why it – Venezuela – should never be allowed to fall.

The battle for Venezuela is now already raging, on all fronts, including the ideological one. There, we are not only fighting for Caracas, Maracaibo or for Ciudad Bolivar: we are fighting for the entire oppressed world, as we did and are doing in Damascus, Aleppo, Homs and Idlib, as we may soon have to do in many other cities, all over the world. For as long as Western imperialism is alive; for as long as it is not going to give up its dreams of controlling and ruining the entire planet, we cannot rest, we cannot let down our guard, we cannot celebrate final victory in any part of the world.

Therefore, this is all far from being ‘just about oil’. It is about the survival of our planet.

seeking peace with the bigger stick...

Having drastically increased the Pentagon budget and demanded more spending by NATO, US President Donald Trump is now seriously (?) complaining that all that money could be better spent elsewhere.

Trump lamented the levels of US, Chinese and Russian military spending at a meeting with Chinese Vice Premier Liu He at the White House on Thursday, part of the ongoing talks to resolve the trade war between Washington and Beijing.

“As you know China is spending a lot of money on military, so are we, so is Russia and those three countries I think can come together and stop the spending and spend on things that maybe are more productive toward long-term peace,” Trump said.

I think it’s much better if we all got together and we didn’t make these weapons.

Such a proposal is indeed rich, coming from a president who raised the Pentagon budget to over $700 billion his first year in office, and hopes for a $718 billion or more in 2020 – more than the next 12 countries combined.

In accordance with a rule adopted in October 2019 by the General Assembly, the United Nations has suspended the voting rights of seven of its members and is contemplating sanctions against three others:


- Comoros (at the end of the UNGA 74th session) 

- Gambia (presently) 

- Lesotho (presently) 

- Lebanon (presently) 

- Bolivarian Republic of Venezuela (presently) 

- Central African Republic (presently) 

- Sao Tome and Principe (at the end of the UNGA 74th session) 

- Somalia (at the end of the UNGA 74th session) 

- Tonga (presently) 

- Yemen (presently)


None of these states are up to date with their financial contributions.


However, it is materially impossible for many of them to settle their dues as a result of the unilateral banking sanctions imposed by the US.
