The coalition is facing an internal struggle over what stance it should take on what the government calls its carbon pollution reduction scheme.
The official coalition position is to delay a vote on government legislation until early 2010, following global climate change talks in Copenhagen and a decision by the US Congress on the Obama administration's draft laws.
Mr Hockey denied Mr Tuckey's claim that Mr Turnbull was speaking contrary to the party room decision, but said the Liberals were a party with diverse views.
He said Mr Turnbull was "entirely consistent" with both policy positions and the party room.

Although not ideal, the emissions trading scheme, set up by the Rudd government and to be debated by the Senate, is a small step in the right direction... But it's mainly designed to encourage polluters to survive, while polluting (that's why the green are not happy with it), by paying a few bucks or by hooking with a partner that is already saving the planet... But the Liberals who, according to Gus don't really believe in "global warming", want to pay lip service to the scheme and amend it till it's worthless...

The Prime Minister has described the Opposition's demands on climate change as a "shopping list" aimed at patching up divisions within the Coalition.
The Opposition says it is willing to vote for the emissions trading scheme (ETS) if the Government agrees to a number of changes.
Kevin Rudd says he is surprised Malcolm Turnbull has put forward a raft of amendments, just 19 days before the ETS will be voted on.
"A shopping list, which I think has more to do with patching up some of the internal divisions in the liberal party than it has to do with much else," he said.
Mr Turnbull has today responded to criticism, particularly from backbencher Wilson Tuckey.
"The shadow cabinet is as arrogant as Wilson Tuckey is humble," he said.
Mr Turnbull says he is confident he will get the support of a majority of the party room on an emissions trading scheme.

Opposition emissions trading spokesman Andrew Robb said there was now "100 per cent bipartisan support" for the bill.
"The position we got to with the Government has had the unanimous support of the Coalition party room, which is a great result," he told reporters.
