The Turnbull government has finalised its plans for Senate voting reform, in a move that will make it much more difficult for minor parties and independents to harvest preferences and game the system to get elected.

The Coalition party room met on Monday to discuss the changes, and six proposals will be put to the Parliament after the government negotiated with the Greens over a deal to pass the reforms.
