Under the government’s plans, about 15 buildings would be constructed on a land deck covering the regional and intercity rail lines which terminate at Central. The suburban rail lines would not be built over.

But Bates Smart managing director Philip Vivian said the government’s vision would be very expensive to build and result in narrow streets, tall towers blocking sunlight and a lack of connections over the uncovered suburban rail lines.

He instead proposes constructing towers on the area covered by Prince Alfred Park, freeing up the massive space behind Central to be used for a vast land deck covered by parkland. The existing Prince Alfred Pool, tennis courts and other public amenities would also be relocated to the land deck.

The plan by Vivian’s firm would create about 13 hectares of green space over the rail lines - almost double the size of Prince Alfred Park.
